The Projects between Japan and Türkiye
Japan provided extensive emergency assistance to Turkey in response to several earthquakes, particularly those in southeastern Turkey. The aid efforts in 2022 included the dispatch of international emergency rescue and medical teams, multiple waves of support, and transportation by Self-Defense Forces aircraft. Japan's assistance also involved expert teams specializing in construction, seismic resistance, and medical care.
Additionally, Japan worked in coordination with NATO to provide further support. Financial aid, in the form of emergency grant aid, was extended to both Turkey and Syria, marking a continuous commitment to help the region recover from earthquake disasters.

Emergency Grant Aid, etc., in Response to the Earthquake in Türkiye and Syria
February 24, 2023
On February 24, 2024, the Government of Japan announced an Emergency Grant Aid of USD 16 million to support Türkiye and Syria in response to the earthquake that struck on February 6, 2024. This is part of a broader emergency humanitarian assistance package totaling USD 27 million, announced by Foreign Minister HAYASHI Yoshimasa on February 16, 2024.
Dispatch of the Japan Disaster Relief Rescue Team in response to the damages caused by the earthquake in the Republic of Turkey

On February 6, following a request from the Turkish government, the Japanese government decided to send the Japan Disaster Relief (JDR) Rescue Team to Turkey to assist in search and rescue efforts after the earthquake. The team is scheduled to leave for Turkey on the night of February 6.

On April 25 (local time), in the capital of Turkey, Ankara, a signing and exchange of letters was conducted between Takahiko Katsumata, Ambassador of Japan to the Republic of Turkey, and Mr. Kerem Dönmez, Director General of Foreign Economic Relations of the Ministry of Treasury and Finance of the Republic of Türkiye. This agreement relates to a yen loan of up to 60 billion yen for the "Emergency Earthquake Reconstruction Plan."

On February 23 (local time February 22), in New York, USA, an exchange of letters was held between Ms. Mitsuko Shino, Ambassador and Deputy Permanent Representative of Japan to the United Nations, and Mr. Ted Chaiban, Deputy Executive Director for Humanitarian Action and Supply Operations of UNICEF, regarding a grant aid of 1.82446 billion yen for the "Emergency Response Plan in the Middle East and North Africa Affected by Humanitarian Crises."

Since the outbreak of the Syrian civil war in 2011, local governments in Turkey have accepted a large number of Syrian refugees, making Turkey the country hosting the largest number of Syrian refugees in the world. With no end to the civil war in sight, the number of refugees continues to grow, and their stay is becoming more prolonged. As a result, the costs of developing social infrastructure, such as water supply, sewage systems, and waste management, have become a significant burden on local governments.
